Repro Equity Now Implementation Toolkits

Passing a law is only half the battle.

Reproductive Equity Now has created toolkits for advocates in other states to learn from the organization’s legislative implementation successes and challenges.

  • Emergency Contraception Access Expansion Toolkit

    The Emergency Contraception Access Expansion Toolkit includes a comprehensive assessment of the organization’s advocacy work to pass legislation calling for a statewide standing order for both prescription and over-the-counter emergency contraception and establishing that emergency contraception can be sold in vending machines.

    Included as part of the Emergency Contraception Toolkit are communications documents and talking points that were used to get the legislation passed; a copy of Massachusetts’ statewide standing order; and analysis of the successes and challenges involved with passage and implementation The toolkit also offers recommendations to advocates in other states for best practices when writing, advocating for, and implementing similar legislation.

  • Contraceptive ACCESS Toolkit

    In 2017, the ACCESS bill was signed into law after it passed both chambers of the Massachusetts legislature with overwhelming, bipartisan support. However, this was a victory long in the works, and the initial legislative win is only part of the story...

    This toolkit aims to provide an honest look at the advocacy and activism that led to the ACCESS law, the problems Massachusetts has encountered with implementation, and the measures that have been designed to bring the full potential of the law to fruition. Included in the toolkit are communications, talking points, and strategic documents that were used to get the legislation passed; discussion of supporting and supplemental efforts necessary to properly effectuate the law; and analysis of how the law was implemented in Massachusetts, analyzing both the successes and failures of the process.
